Unlike electricity and internet, water billing in India operates through municipal bodies rather than private providers — and the process is different in every city. Some cities have well-developed online payment portals. Others still rely primarily on offline payments.
This guide covers the water bill payment process for India’s major cities and what tenants specifically need to know.

Who Pays the Water Bill — Tenant or Landlord? {#who-pays}
In most Indian residential rental arrangements, the water bill is paid by the landlord — because the connection is in the landlord’s name and the property is billed directly. The landlord then either absorbs the cost as part of the rent or charges the tenant separately.
If a separate water charge is applied on top of your rent, verify that it corresponds to an actual water board bill — not a flat fee invented by the landlord. Ask for a copy of the actual water bill to verify the amount.
In apartment complexes and gated communities, water is often managed by the society through a bulk municipal connection. In these cases, water cost is included in the maintenance charges rather than billed individually.
Always clarify before moving in whether water is included in rent, in maintenance, or billed separately.

- Visit the portal and click “Pay Bill Online”
- Enter your Customer ID (found on your water bill)
- View outstanding dues and bill history
- Pay via net banking, UPI, or debit/credit card
- Download payment receipt as PDF

Mumbai — MCGM {#mcgm}
Water supply in Mumbai is managed by Brihanmumbai Municipal Corporation (BMC/MCGM).

Mumbai water bills are sent to property owners rather than tenants, and the billing cycle is typically half-yearly or annual. In most Mumbai rentals, water cost is absorbed by the landlord or included in maintenance.
To pay, you need the Consumer Account Number from the water bill. Payments can be made via the portal, MCGM app, or at any MCGM ward office.
Delhi — Delhi Jal Board {#djb}
Delhi Jal Board manages water supply and billing in Delhi.
Online portal: delhijalboard.nic.in or djb.gov.in
Steps to pay:
- Click “Pay Online” on the DJB portal
- Enter your K Number (Consumer Number from bill)
- View dues and select payment mode
- UPI, net banking, and card payment available
- Download receipt
DJB also allows bill payment through the DJB mobile app and at ICICI Bank branches.
Chennai — CMWSSB {#cmwssb}
Chennai Metropolitan Water Supply and Sewerage Board handles Chennai’s water supply.
Online portal: chennaimetrowater.tn.gov.in
Enter your Consumer Connection Number to view bills and make payments. Chennai water billing is quarterly in most areas. Payments also available through the Metrowater mobile app.
Hyderabad — HMWSSB {#hmwssb}
Hyderabad Metropolitan Water Supply and Sewerage Board serves Hyderabad.
Online portal: hyderabadwater.gov.in
Enter your Consumer Number to view and pay bills online. Payment through UPI, net banking, and card available. Hyderabad water bills are generated bi-monthly.
Pune — PMC {#pune}
Pune Municipal Corporation manages water billing for Pune city.
Online portal: pmc.gov.in ? Water Supply ? Pay Online
Enter your Consumer Account Number. PMC also allows payments through NEFT and UPI transfers to designated accounts. Bill frequency varies — check current billing cycle at the portal.
General Online Payment Options {#general}
For water bills across most Indian cities, payments are also accepted through:
Google Pay / PhonePe / Paytm — these platforms have partnerships with most major water boards and municipal corporations. Search for your water board or municipal corporation in the app’s bill payment section, enter your consumer number, and pay directly. NEFT/RTGS — most water boards publish their bank account details for direct bank transfers. Physical payment at ward office or collection centres — still the most reliable option in areas where portal stability is inconsistent.
What Tenants Should Watch Out For {#tenant-watch}
Before accepting a water charge from your landlord, ask to see the actual water board bill to verify the amount. Some landlords charge a flat per-person or per-unit water fee that significantly exceeds the actual water board charge — this is a hidden charge without legal basis unless specified in the agreement.
If you suspect a water charge is inflated, use your city’s water board portal to check the actual bill using the consumer number for your flat. The consumer number should be on any previous bill for the flat — ask your landlord.
